Notifications of hiring and dismissals
The interministerial decree of 30 October 2007 establishes that all employers, in both the public and private sector, must communicate hiring, extensions, transformations and terminations of employment relationships in a unified and electronic manner, as indicated on the website www.lavoro.gov.it/co Communications on paper are permitted only to domestic help employers.
The on-line communications replace the previous methods of transmission to the CPI (Centri per l'impiego - Employment Centres), INPS (Istituto Nazionale di Previdenza Sociale - National Social Security Institute), INAIL (Istituto Nazionale Assicurazione sul Lavoro - National Institute for Insurance against Accidents at Work) and the Ministry of Employment and Social Security.
From 1 March, 2008, it is no longer necessary to send multiple paper communications: the electronic system of the Liguria Region allows you to complete a single on-line multi-purpose form to submit to all the competent bodies.
All public and private sector employers and persons delegated by them (employment consultants, lawyers or solicitors, chartered accountants, trade associations) must be accredited with the on-line communications service. Accreditation takes place by submitting an application to the competent Employment Centres, using the forms that can be downloaded by clicking on the appropriate button "Accreditation forms" in the forms section at the top of this page.
The accredited parties can forward the communications by choosing between two methods:
- On-line communications: the button allows access to the electronic compilation of specific forms
- communications with xml files: the button allows the uploading of files in xml format, allowing the sending and receiving of massive communications produced by proprietary information systems compliant with ministerial specifications
The on-line communication system of the Liguria Region allows accredited parties to make changes by acting directly on the employment relationship database managed by the Employment Centres, with the advantage of avoiding misunderstandings or errors.
In the event of outage of the IT services, the obligated and authorised parties who need to communicate a hiring are still required to send an urgent summary communication, using a new web application, reachable at the address:
https://couniurg.lavoro.gov.it of the Ministry of Employment and Social Security, to compile an on-line page structured according to the Unified URG model currently in force. Saving the form, duly completed, will be equivalent to fulfilling the obligation of prior communication.
The obligation to send the ordinary communication to the competent service on the first following working day remains unaffected. However, it is possible to consult the Regional Official Bulletin on a monthly basis to find the list of system outages.
